Heather Summers is a Social Worker and public health administrator. Over the past two years, Heather has worked with the County of San Diego on Department of Health Care Services (DHCS) federal waiver programs serving special populations through managed Medi-Cal innovations. She currently leads the San Diego Advancing and Innovating Medi-Cal (SDAIM) unit within Health and Human Services Agency that supports County departments and external partners to implement CalAIM locally. Heather worked with the largest Federally Qualified Health Center (FQHC) in San Diego County for 15 years. She holds a Master’s in Social Work (MSW) from the University of Southern California (USC) with an emphasis on Community Organizing, Planning and Administration, and a Doctorate in Organizational Leadership from Pepperdine University. Throughout her career she has worked in Southern California with programs spanning from child welfare administration, community collaboration (coalition building), adolescent violence prevention, birth to five child development and is experienced working with adults in Special Populations. Special Population work includes program design, evaluation, primary and tertiary prevention programs for the LGBTQ community, individuals who are HIV/Hep C positive, injection drug users, intensive case management, justice involved individuals, and outpatient substance use disorder programs. Heather has been Clinic Director of two free standing federally qualified primary care health centers serving those who are traditionally the most medically vulnerable in underserved communities.
