Dr. Elliott J. Witney is committed to expanding pathways to economic mobility by unlocking the potential of individuals, organizations, and communities. As CEO of ECHO Learning, he partners with schools, nonprofits, businesses, and government agencies across urban and rural communities in the U.S. and Mexico to design and implement bold strategies that improve outcomes and drive lasting change.

With nearly 25 years of executive leadership in education, nonprofit, and community development spaces, he has led transformative efforts that boost postsecondary attainment, strengthen talent pipelines, and create opportunities at the intersection of work and learning. His work bridges education, workforce development, and economic opportunity, helping communities design solutions that expand access and drive meaningful progress. He holds a Doctorate in Education from the University of Houston, a Master’s from National Louis University, and a Bachelor’s from the University of Pennsylvania.
