Elaine joined Mission Economic Development Agency (MEDA)'s Community Real Estate (CRE) Team since 2014. As the Vice President of the CRE Team, she oversees the operations of CRE and the Production pipeline projects. At MEDA, she successfully completed partnership projects such as Rental Assistance Demonstration (RAD) new construction projects such as Casa Adelante 2060 Folsom Family Housing and Casa Adelante 1296 Shotwell Senior Housing with Chinatown Community Development Center. She holds a Master of Planning degree from the University of Southern California, specializing in social and community development.
Over the past decade, Elaine has worked for various place-based community development groups in California, such as EBALDC, Chinatown CDC, and Little Tokyo Service Center. Her experience in affordable housing is extensive, ranging from planning, community organizing and real estate development. She has worked on new construction and acquisition/rehabilitation projects, and is familiar with tax credit financing (low-income housing, and historic), AHP, and local and state funding, such as the Affordable Housing Sustainable Communities (AHSC).
