Joe is the Vice President of Neighborhood Planning at Purpose Built Communities. In this role, he collaborates with Prospects, Network Members, and Purpose Built staff to design data-driven systems and planning processes that support the implementation of the Purpose Built model. His work spans the core pillars of Mixed-Income Housing, Education, Community Wellness, and Economic Vitality, helping communities create pathways to prosperity.

Before joining Purpose Built, Joe worked extensively in planning and community development, most recently at the Low Income Investment Fund (LIIF), where he led an applied research portfolio focused on centering children and caregivers in housing, child care facilities development, climate policy, and urban design. He also has experience in federal early childhood policy at Education Counsel and in affordable housing policy and finance at the Georgia Department of Community Affairs.

Joe holds a Master of Public Administration from the University of Georgia and a Bachelor of Arts from Furman University. He currently lives in Washington, DC.
