In 2004, California voters passed the Mental Health Services Act (MHSA). Twenty years later, voters approved Proposition 1 (Prop.) 1, which ends the MHSA and establishes the Behavioral Health Services Act (BHSA) to strengthen the state’s behavioral health system. Taking effect July 1, 2026, the BHSA brings new challenges and opportunities to our region.
