Dr. Katharina Hammler leads the Evaluation Branch of the County of San Diego’s Office of Evaluation, Performance, and Analytics. Before joining the County, she served as Director for Monitoring & Evaluation at a large Paraguayan non-profit organization. Dr Hammler has done extensive consulting work in program evaluation, and has taught university classes on development economics and on poverty measurement. She holds a PhD in International Development from Tulane University, and degrees in Economics, Socioeconomics, and Political Sciences from the University of Vienna and the Vienna University of Economics and Business.
