Kelly Salmons is Chief of Agency Operations with the Health and Human Services Agency. Kelly has been part of the Housing and Community Development Services team for over 20 years with experience administering a variety of federal, state, and local housing and community development programs.

In her current role, Kelly oversees the County’s affordable housing team responsible for administering the Innovative Housing Trust Fund, No Place Like Home Program, and the County’s efforts to utilize surplus property for the creation of affordable and permanent supportive housing which have resulted in more than $200 million in local investment to 45 affordable housing developments across the region over the past 5 years.
