Rachel Morineau is the Community Engagement Program Director with SBCS (formally known as South Bay Community Services). Rachel and her team of Promotores/CHW’s support the coordination of services within San Diego County. Under the management of Morineau, her team of Promotores/CHW’s have provided direct services that impact the safety and positive changes in the community to over 90,000 community members per year. Her team provides resident leadership training and support to over 152 residents with various community projects working toward improving their way of living in each community they serve. Each of the Promotores/CHW’s are connected to a RLA cohort that supports the graduates with their ongoing community projects. SBCS Promotores/CHW’s bring specialized resources and education that empower adults to understand the importance of volunteerism, community engagement, leadership, and creating policy changes. As trusted messengers in the community, her team of Promotores/CHW’s responded to the immediate COVID-19 County needs by providing individuals with emergency food, resources, education, listening platforms of information, and contact tracing life-saving support. Her team continues to work with the most vulnerable of populations in our county, to ensure their self-sufficiency, health, and safety necessities are being met. Promotores are also responsible for training RLA members with important emergency information to help disseminate in their communities. As a member of the San Diego County Social Services Advisory Board and Co-Chair of the San Diego County Promotores Coalition, Rachel ensures that the voice of the Community members and Promotores/CHW’s is elevated and implemented into essential decision-making strategies county-wide.
